Tokyo Metropolitan Government Building Observatories

東京都庁展望室

The observatories are located on the 45th floor of the Tokyo Metropolitan Government Building No. 1. The South Observatory is open until night, allowing you to see the lights of Shinjuku Park Tower, Tokyo Opera City, and other Shinjuku skyscrapers for free. It also has a cafe.
